AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democracy just over a week before national elections.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report released ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an election that will be keenly observed across the continent for the showing of the PVV.
The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.
All major parties have rejected a coalition with the PVV, implying the runner-up party is highly probable to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
